In a significant stride towards fostering bilateral relations and contributing to the socio-educational development of Nepal, the inauguration ceremony of the newly constructed school building at Shree Pokharvindi Secondary School was held on the 26th of November 2023. The double-storied structure, built with a financial assistance grant of NRs. 12.50 million from the Government of India under the ‘Nepal-India Development Cooperation,’ was formally opened by the Rt. Hon’ble Vice President of Nepal, Mr. Ram Sahaya Yadav.

The event, graced by the presence of political representatives, government officials, social workers, school management representatives, teachers, parents, and students, marked a significant milestone in the educational infrastructure development of the region.

Project Overview:

The school building project, categorized as a High Impact Community Development Project (HICDP), formerly known as Small Development Projects, was executed under the agreement between the Governments of India and Nepal. The District Coordination Committee, Rupandehi, played a pivotal role in the successful implementation of the project.

Words of Appreciation:

Rt. Hon’ble Vice President of Nepal, Mr. Ram Sahaya Yadav, expressed his gratitude for the continuous support and assistance provided by the Government of India in various developmental sectors, emphasizing the positive impact on strengthening the bonds of friendship between the two nations.

Shri Prasanna Shrivastava, Chargé d’affaires, Embassy of India, Kathmandu, highlighted the project’s significance within the broader framework of the robust development partnership between India and Nepal. He reassured the commitment of the Government of India to further enhance this partnership in alignment with Nepal’s priorities.

School Legacy and Impact:

Shree Pokharvindi Secondary School, established in 1959, has been a beacon of education in the region, serving students up to the 10th standard. The school has demonstrated remarkable success in providing quality education within an improved environment, boasting a student strength exceeding 600, with 55% being female students.

India-Nepal Development Cooperation:

The inauguration event showcased the culmination of over 550 High Impact Community Development Projects undertaken by India in Nepal since 2003. Out of these, 488 projects have been successfully completed. The Lumbini Province, including Rupandehi District, has received 60 projects. Additionally, the Government of India has generously gifted 974 ambulances and 234 school buses to various healthcare and educational institutions in Nepal, emphasizing its commitment to mutual growth.

Continued Partnership:

The cooperation between India and Nepal goes beyond individual projects, reflecting a comprehensive, multi-sectoral collaboration. The implementation of HICDPs underscores India’s sustained support for Nepal’s efforts in uplifting its people and enhancing infrastructure, particularly in the education sector.

The military operation, which involves extensive bombing of residences, follows a surprise attack on Oct. 7, 2023, by Hamas militants who infiltrated Israel from Gaza and killed more than 900 Israelis. In reprisal airstrikes, the Israel military has killed over 800 Gazans. And that figure could escalate in the coming days. Meanwhile, an order to cut off all food, electricity and water to Gaza will only worsen the plight of residents in what has been called the “world’s largest open-air prison.”

But how did Gaza become one of the most densely populated parts of the planet? And why is it the home to militant Palestinian action now? As a scholar of Palestinian history, I believe understanding the answers to those questions provides crucial historical context to the current violence.

A brief history of Gaza

The Gaza Strip is a narrow piece of land on the southeastern shore of the Mediterranean Sea. Roughly twice the size of Washington, D.C., it is wedged between Israel to its north and east and Egypt to its south.

An ancient trade and sea port, Gaza has long been part of the geographic region known as Palestine. By the early 20th century, it was mainly inhabited by Muslim and Christian Arabs who lived under Ottoman rule. When Britain took control of Palestine following World War I, intellectuals in Gaza joined the emergent Palestinian national movement.

During the 1948 war that established the state of Israel, the Israeli military bombed 29 villages in southern Palestine, leading tens of thousands of villagers to flee to the Gaza Strip, under the control of the Egyptian army that were deployed after Israel declared independence. Most of them and their descendants remain there today.

Following the 1967 Six-Day War between Israel and its Arab neighbors, the Gaza Strip came under Israeli military occupation. The occupation has resulted in “systematic human rights violations,” according to rights group Amnesty International, including forcing people off their land, destroying homes and crushing even nonviolent forms of political dissent.

Palestinians staged two major uprisings, in 1987-1991 and in 2000-2005, hoping to end the occupation and establish an independent Palestinian state.

Hamas, a Palestinian Islamist militant group centered in Gaza, was founded in 1988 to fight against the Israeli occupation. Hamas and other militant groups launched repeated attacks on Israeli targets in Gaza, leading to Israel’s unilateral withdrawal from Gaza in 2005. In 2006, Palestinian legislative elections were held. Hamas beat its secular rival, Fatah, which had been widely accused of corruption. Elections haven’t been held in Gaza since 2006, but polling from March 2023 found that 45% of Gazans would back Hamas should there be a vote, ahead of Fatah at 32%.

After a brief conflict between Hamas and Fatah militants in May 2007, Hamas took complete control of the Gaza Strip. Since then, Gaza has been under the administrative control of Hamas, even though it is still considered to be under Israeli occupation by the United Nations, the U.S. State Department and other international bodies.

Who are the Palestinians of Gaza?

The more than 2 million inhabitants of the Gaza Strip are part of the 14 million-strong global Palestinian community. About one third of Gaza’s inhabitants trace their family’s roots to land inside the Gaza Strip. The remaining two-thirds are refugees from the 1948 war and their descendants, many of whom hail from towns and villages surrounding Gaza.

The Palestinians of Gaza trend young: nearly half the population is under 18. The enclave is also very poor, with a poverty rate that stands at 53%.

Despite this grim economic picture, education levels are quite high. Over 95% of Gazan children ages 6-12 are in school. The majority of Palestinian students in Gaza graduate from high school, and 57% of students at the prestigious Islamic University of Gaza are female.

But because of the circumstances of their surroundings, young Palestinians in Gaza find it difficult to live fulfilling lives. For graduates between the ages of 19 and 29, the unemployment rate stands at 70%. And a World Bank survey earlier this year found 71% of Gazans show signs of depression and high levels of PTSD.

There are several factors that contribute to these conditions. A major factor is the crippling, 16-year blockade that Israel and Egypt – with U.S. support – have imposed on Gaza.

Years of blockade

Shortly after the 2006 elections, the Bush administration tried to force Hamas from power and bring in a rival leader from the Fatah party who was considered friendlier to Israel and the U.S. Hamas preempted the coup and took full control of Gaza in May 2007. In response, Israel and Egypt – with U.S. and European support – closed the border crossings into and out of the Gaza Strip and imposed a land, air and sea blockade.

The blockade, which is still in effect, limits the import of food, fuel and construction material; limits how far Gaza’s fishermen can go out to sea; bans almost all exports; and imposes strict limitations on the movement of people into and out of Gaza. In 2023, Israel has allowed only around 50,000 people a month to exit Gaza, according to U.N. figures.

The years of closure have devastated the lives of Palestinians in Gaza. Inhabitants there don’t have enough water for drinking and sanitation. They face electricity cuts that run 12 to 18 hours each day. Without adequate water and electricity, Gaza’s fragile health care system is “on the brink of collapse,” according to the medical rights group Medical Aid for Palestine.

These restrictions hit the young and the weak of Gaza particularly hard. Israel routinely denies sick patients the permits they need to receive medical care outside of Gaza. Bright students with scholarships to study abroad often find that they are unable to leave.

U.N. experts say this blockade is illegal under international law. They argue that the blockade amounts to a collective punishment of the Palestinians of Gaza, a violation of the Hague Convention and the Geneva Conventions that form the backbone of international law.

No end to the suffering

Israel says that the blockade on Gaza is necessary to secure the safety of its population and will be lifted when Hamas renounces violence, recognizes Israel and abides by previous agreements.

But Hamas has consistently rejected this ultimatum. Instead, militant fighters stepped up the firing of homemade rockets and mortars into populated areas surrounding the Gaza Strip in 2008, seeking to pressure Israel to lift the blockade. They have sporadically attacked Israel in this way in the years since.

Israel has launched four major military assaults on Gaza – in 2008-09, 2012, 2014 and 2021 – in efforts to destroy Hamas’ military capabilities. Those wars killed 4,000 Palestinians, more than half of whom were civilians, along with 106 people in Israel.

During that time, the U.N. estimates that there has been more than $5 billion worth of damage to Gaza’s homes, agriculture, industry, electricity and water infrastructure.

Each of those wars ended in a fragile cease-fire but no real resolution to the conflict. Israel seeks to deter Hamas from launching rockets. Hamas and other militant groups say that even when they have upheld previous cease-fires, Israel has continued to attack Palestinians and has refused to lift the blockade.

Hamas has offered a long-term truce in exchange for Israel ending the blockade on Gaza. Israel has refused to accept the offer, sticking to its position that Hamas must first end violence and recognize Israel.

In the months leading up to the latest escalation, conditions in Gaza have deteriorated even further. The International Monetary Fund reported in September that Gaza’s economic outlook “remains dire.” Conditions became more dire when Israel announced on Sept. 5, 2023, that it was halting all exports from a key Gaza border crossing.

Without an end in sight to the suffering caused by the blockade, it appears that Hamas has decided to upend the status quo in a surprise attack on Israelis, including civilians. Israel’s reprisal airstrikes and its imposition of a “complete siege” on the strip have heaped even further suffering on ordinary Gazans.

It is a tragic reminder that civilians bear the brunt of this conflict.

A Long March-7 Y7 rocket, carrying the Tianzhou-6 cargo spacecraft, blasted off at 9:22 p.m. (Beijing Time) on May 10 from the Wenchang Spacecraft Launch Site in south China’s Hainan province.

After around 10 minutes, the spacecraft separated from the rocket and entered its designated orbit. This marked a complete success of the first launch mission after China’s crewed space station program entered the stage of application and development.

Tianzhou-6 is the first spacecraft to visit China’s space station supporting its new operation phase. It is also the first of a modified batch of the Tianzhou cargo ships – from Tianzhou-6 to Tianzhou-11.

The cargo spacecraft is tasked with ferrying supplies for the space station, providing in-orbit support, and sending multiple payloads for space scientific experiments.

Greater loading volume and larger carrying capacity is the most important feature of Tianzhou-6. With a loading capacity of more than 7 tons, Tianzhou-6 has emerged as the world’s largest cargo spacecraft in service and also the most versatile of its kind in terms of supporting capability in orbit.

In the recent mission, Tianzhou-6 transported supplies including daily supplies for six astronauts of the Shenzhou-16 and Shenzhou-17 spaceships to be launched, propellants, and experiment-related items.

A Tianzhou cargo craft has two parts – a cargo cabin for transporting supplies and a propulsion section. The propulsion section ensures power, energy and communication and replenishes propellants for China’s space station.

The improved carrying capacity of Tianzhou-6 provides more goods for astronauts to sustain a longer stay in space. This reduces the launch frequency of cargo spacecraft from twice a year to three times every two years, which will substantially reduce transportation costs.

After the upgrade, the cargo capacity of the airtight cabin increased by 24 percent from 5.5 tons to 6.7 tons, and that of the whole spacecraft rose from 6.9 tons to 7.4 tons, said Dong Shengran, chief designer of the cargo spacecraft system at the China Academy of Space Technology (CAST). Dong added that the spacecraft’s payload ratio went up from 0.51 to 0.53.

Another highlight of this launch mission is that the proportion of the number of domestic components in Tianzhou-6 and its successors has increased significantly, and 100 percent localization of key components has been realized.

The research team has promoted the optimization of the spacecraft’s configuration to improve its reliability while reducing its costs. The spacecraft meets the requirements for remote control from the ground station and transmission of images and data to the ground.

Since China began the construction of its space station with the launch of the Tianhe core module in 2021, four cargo spacecraft, from Tianzhou-2 to Tianzhou-5, had been launched until the completion of the space station in 2022.

They delivered supplies between the space station and ground station, and verified key technologies for the space station during their in-orbit operations, such as the first transposition test of the Tianzhou-2 cargo craft using a robotic arm, the first in-orbit refueling, and a fast automated rendezvous and docking in about two hours for the first time.

Tianzhou-6 delivered 98 experiment-related items with a total weight of some 714 kilograms, including research samples and supporting equipment, to China’s space station, according to Lyu Congmin, deputy chief designer of the China Manned Space Program’s space application system and research fellow with the Technology and Engineering Center for Space Utilization under the Chinese Academy of Sciences.

Astronauts would transfer these supplies into the space station modules after the docking of the cargo craft with the space station, Lyu said.

As scheduled, these supplies will be used to carry out 29 scientific experiments and application tests in four fields: space life science and biotechnology, fluid physics and combustion science in microgravity, material science in space, and new technology tests for space applications, according to Lyu.

Two pieces of news about Syria recently gave mixed feelings to the international society.

Arab foreign ministers decided in an Arab League (AL) extraordinary meeting to restore Syria’s membership in the league, which was welcomed and supported by many countries.

However, the United States criticized Syria’s readmission into the AL the next day, and declared to extend the regime of unilateral sanctions against Syria for another year, starting from May 11.

Reluctant to see Arab countries unite with each other, the United States blatantly disagrees with the world. This is a result of its habitual practice of seeking interests by provoking separation in the Middle East, and once again exposes its hypocritical double standards.

The restoration of Syria’s membership in the AL after 12 years of suspension is an important measure of Arab countries to seek strength through unity. The international community believes that it is another milestone in the reconciliation process among Middle East countries after the Saudi Arabia-Iran talks in Beijing. The move is believed to be conducive to promoting peace and stability in the Middle East and the vitalization of the Arab world, as well as the long-term interests of Arab countries.

However, this heartening message for the people in Syria and the Middle East has bothered the United States. Some American politicians called the restoration of Syria’s AL membership a serious strategic mistake, saying the United States would not promote the normalization of its ties with Syria and hoping its allies to follow.

This marks a second time of the United States blatantly impeding the trend of reconciliation in the Middle East after it expressed “disappointment” toward the restoration of diplomatic ties between Saudi Arabia and Iran.

Countries in the Middle East have a strong desire to independently seek peace and development, and they have the ability to do so. The remarks and practices of the United States are against the trend of history.

Just as American journalist Fareed Zakaria put it, the United States is still addicted to its diplomatic achievements during the Cold War period, unaware of the changes happening to the world.

Twelve years of turbulence in Syria has created severe humanitarian crises, and the United States is to blame for this.

According to statistics released by the UN, U.S. military intervention has claimed at least 350,000 lives in Syria, displaced more than 12 million people, and left 14 million civilians in urgent need of humanitarian assistance.

The World Food Programme said that 90 percent of Syrians now live under the poverty line, and 2/3 of the country’s population rely on humanitarian aid. Over 12 million people in Syria are grappling with food insecurity.

Apart from military intervention in Syria, the U.S. forces are still occupying the major oil producing areas in the country and stealing 80 percent of Syria’s oil production, which even worsened the economy and livelihood in Syria.

Syrian expert of international politics Mohammad Omari noted that the United States bears unshirkable responsibility to the chaos in Syria, citing Washington’s military intervention, plundering of oil and food, as well as sanctions that throw Syria into long-term predicament.

The long-term illegal unilateral sanctions imposed by the United States on Syria have further exacerbated the latter’s humanitarian disasters.

Alena Douhan, UN Special Rapporteur on the negative impact of the unilateral coercive measures on the enjoyment of human rights, said the unilateral coercive measures imposed on Syria have shocking impacts on human rights and humanitarianism.

In February this year, a heavy earthquake in the northwest of Syria caused massive casualties. It was under the pressure of global public opinion that the United States temporarily relaxed some sanctions on Syria 72 hours after the earthquake took place, which is considered the golden period for rescue. The unilateral sanctions by the United States have significantly weakened Syria in disaster response. Without heavy-duty equipment and searching devices, Syrian people had to dig in the ruins with bare hands, and many innocent civilians lost their lives because of insufficient rescue.

Syrian Foreign Minister Faisal Mekdad condemned that U.S. sanctions have “made the disaster all the worse.”

Today, when Syria has restored its AL membership and other Arab countries have agreed to help Syria get rid of crises, the United States has arbitrarily decided to extend its illegal unilateral sanctions on Syria.

It fully proves that the United States is still not willing to take its hegemonic hands off Syria, fully proves the hypocrisy of the United States in its commitment to safeguarding human rights, and fully proves that the United States places its hegemony above other countries sovereignty and human rights.

It is the Syrian people who own their future. The United States should put aside its geopolitical calculations, immediately lift its unilateral sanctions on Syria, immediately end its troops’ illegal occupation and plundering in Syria, and stop creating humanitarian disasters. It should practically obey the purposes and principles of the UN Charter and international law, respect other countries’ sovereignty and territorial integrity, and return human rights, wealth, freedom and dignity to the Syrian people.
